Controlling River Water Pollution in Belantikan Raya District, Lamandau Regency in the Perspective of Collaborative Governance to Support Sustainable Development

Abstract

One of the goals in sustainable development is ensuring the availability and management of clean water and sanitation for all. To achieve that goal, implementing actors attempt to maximize the positive impacts and minimize the negative impacts of development. River water pollution is one of the public issues that need to be immediately addressed by the government. Realizing public interest cannot be achieved alone by one party because it involves stakeholders as public policymakers and management between public institutions, the government, the community, private companies, and civil institutions. This descriptive research was conducted using a qualitative approach. The study took place in Belantikan Raya District, Lamandau Regency, Central Kalimantan Province. Based on the water quality monitoring results, Belantikan River has the poorest water quality compared to other rivers in the region. In the surrounding area of the river, there are big private plantation companies, natural production forest concessions, mining companies, and illegal gold mining activities. Data came from informants, phenomena or events, and documents collected through interviews, observations, and documentation. The data analysis technique was the Interactive Model analysis from Miles and Huberman (2014). This local government’s attempt to prevent river water pollution was made in collaboration with private companies and the community based on the respective authorities, roles, and responsibilities. However, findings confirmed no collaboration between the local government, private sector, and the community to solve the issue. In this case, the implementing actors from the local government are the regent of Lamandau Regency and several regional offices, such as the Environment and Forestry Service, the Health Service, the Public Works and Spatial Planning Service, and the Agriculture and Fisheries Service. PT Kapuas Prima Coal Tbk, PT Karda Traders, PT Amprah Mitrajaya, PT First Lamandau Timber International, and PT Mirza Pratama Putra represented the private sector. As for the community, the actors are the whole community of Belantikan Raya District.
