Analyzed the Output Flood Governance Policy for Community Empowerment to Flood Response of Mekong River Basin Area

Abstract

Organizations with highest capacity need to manage of the work together to achieve visions, objectives and goals. Specific purpose to analysed the output flood governance policy for community empowerment to flood response of Mekong river basin area. A qualitative research to collections by synthesizing the documentary study via Delphi technique, include a brainstorming and groups discussion with the participants to the data. Data analysis was analysed by using three main stages, i.e., data reduction, data organization, data interpretation to conclusion. A “Key” of output flood governance policy were the majors of policy issues related to the flood risk of local agenda, measures of local flexible adaptation of informal structures, the policy constraints on the area's flood management are inconsistent with the national policies, and policy benefits to the area in the short and long term such as the challenges and affecting key of output flood governance policy for community empowerment to flood response to effectiveness.
